Registration of promotional actions
Eligibility and evaluation criteria
Registration of awareness-raising actions promoting sustainable urban mobility is open to everyone – groups of people, NGOs, social partners, research/teaching institutions, local/national authorities, public institutions, or public/private companies are all welcome to apply. An eligible promotional action can be limited to a specific day or last for several weeks/months; it can be a one-off event or a recurring activity.
However, each promotional action must meet the following conditions:-
The registration form must be submitted in clear, standard English;

The action must take place in an EU Member State, Croatia, Iceland, Liechtenstein or Norway;

The action must promote a behavioural shift towards a more sustainable urban mobility culture;

The organisation promoting the registered action must not be involved in the production or the promotion of any products, actions, or events that are potentially harmful to citizens;

The action must not encourage unlawful behaviour or civil disobedience;

Entrants must be aged 18 or older.
Rules

If your promotional action is selected, you will be allowed to include the European Commission logo, accompanied by the words ‘Participating in the European Commission’s Sustainable Urban Mobility campaign’ and the 'Do the Right Mix' signature, on your webpage and social media pages. Further details are specified in the ‘Toolkit for Campaign Participants’ that will be sent to all successful candidates.

The right to participate in the Sustainable Urban Mobility campaign is given to actions as entities themselves and not to institutions or companies. In practice this means that the associated campaign materials can be used only on web pages promoting the action and not on every page of an organisation’s website, for example. Affiliation with the campaign is in no way intended to serve as endorsement of commercial advertisements, products or services.

By uploading campaign materials, participants confirm that they have the full ownership of the rights to these materials. The applicant agrees that the European Commission reserves the right to use the uploaded materials and content in any form for the purpose of promoting the Sustainable Urban Mobility campaign.

The jury’s decision is final. The jury also reserves the right to reject a registration that does not comply with the requirements of the competition. By submitting a registration, entrants accept that they do not have legal recourse to challenge the jury’s decision.

By registering a promotional action, the entrant accepts that s/he has read and understood the competition rules.

Applying for funding
Eligibility criteria
Requests for co-financing of campaigning activities will be considered as eligible if they meet the additional criteria below:

Only non-commercial enterprises, in other words organisations such as NGOs, local authorities, public bodies, schools/universities/research institutes can apply for funding.

You will have to provide digital scans of official documents attesting to the legal status of your organisation (e.g. scanned statutes, pages from official journals, a copy of the resolution, law, decree, decision or any other official document establishing your organisation as a public organisation etc.). Please ensure that these documents mention the non-profit character of your organisation according to its legal status.

Applications for the second round of funding must be submitted before 00:00 (CET) on 31 May 2013;

The campaigning action submitted by the applicant should take place between 1 July 2013 and 30 June 2014.

Funding cannot be used to finance staff costs and overheads.

If your promotional action is selected to receive funding from the European Commission’s Sustainable Urban Mobility campaign, these funds cannot be used in conjunction with other European Union funds, e.g. European Regional & Development funding or Trans-European Transport funding, etc.

When registering your promotional action, an organisation can only apply for funding once, regardless of how many actions are registered.
Please note that campaigners in Bulgaria, Greece, Italy, Latvia, Romania and the UK are not eligible to apply as these countries already receive targeted support for setting up national campaigns.
Evaluation criteria
The principal aim of the campaign funding is to financially support promotional activities with strong visibility, as well as those demonstrating networking and multiplication effects at the local, regional, and/or national or even EU level. Applications should include clear and realistic targets, and be based on well-structured and coherent partnerships.
More specifically, the selection committee will employ the following evaluation criteria:-
Creative and strategic approach: Is there an innovative dimension to the described campaigning activity? Has the applicant provided a detailed roadmap? What target groups have been identified?

Expected impact: How ambitious is the proposal? Will the impact be measured? Are there concrete performance indicators included? How many people will be targeted? Is the aim to change travel behaviour? In how many towns/cities will the activity be organised? Will the activity be promoted at the local/regional/national level? Will there be any long-term impact?

Likely media interest: Which media will be targeted? Are experienced communication staff involved? What are the key messages? Which communication channels and marketing tools will be used? Is there a media contact database?

Synergies with relevant EU campaigns, initiatives, and policies in the field of transport, energy and environment: Is the activity linked to the European Mobility Week and/or the Sustainable Urban Mobility campaign in terms of message(s)? Is there a clear link with other relevant EU policies and programmes?

Multiplier effect: Is there potential for the campaign activity/outcome to be adopted and promoted by other campaigners/stakeholders?

Coherence and management of stakeholder partnerships: How many partners are involved? Is there a coherent, complementary partnership? Is there a clear division of roles and responsibilities? To what degree will the partnership contribute to the success of the campaigning activity?

Financial state and cost-effectiveness: Is the requested co-financing coherent with the proposed campaign activity? How significant will the impact be, considering the proposed level of investment?
Rules
Applicants must comply with the additional rules outlined below:

The reimbursement of costs will only be carried out after the promotional action has taken place. Reimbursement will only be possible if official receipts (including company information, a reference number, VAT number, date, and all relevant details regarding the purchase) are presented for all purchases. Receipts for items/services below the amount of EUR 100 will not be considered.

An activity report should be submitted within one month after the completion of the action.

Only costs outlined in the application form during the registration process will be reimbursed.

If your promotional action is selected for funding, you will be allowed to include the European Commission logo, accompanied by the words ‘Supported by the European Commission’s Sustainable Urban Mobility campaign’ and the 'Do the Right Mix' signature, on your webpage and social media pages. as specified in the ‘Toolkit for Supported Actions’ that will be sent to successful candidates.

Money should be spent on communication and promotion only, and not equipment.

Budget shifts can be accepted as long as they are motivated, proportional and approved by the 'Do the Right mix' campaign.

In case your promotional activity will be organised in the scope of EMW 2013, it needs to establish a clear reference to this year's theme of "Clean air - it's your move!".
